CLA Engineers has provided on-call services for several municipalities within the Eastern Connecticut region. Acting as Town Engineers to Selectmen, Boards, Commissions, Public Works Departments, Recreation Departments, and School Departments, CLA Engineers has provided a wide range of services including the following:

- Periodic or Full time Construction inspections
- Environmental assessments
- Updating technical regulations
- Sidewalks / Streetscapes
- Transfer Station / Landfill Permitting
- Recreation Projects
- Public Works Garages / Salt Storage Facilities
- Structural Assessments
- Retaining Walls
- Road and drainage reconstruction Projects

In addition to the above services, CLA Engineers also provides on-call services to municipally owned utilities. These services include the following:
- Planning, design and inspection of water and sanitary sewer extension projects
- Updating WPCA technical regulations
- Updating service area mapping
- Review of public and private sewer and water extensions
- Review of bond estimates
- Periodic or Full time Construction inspections
- Call-Before-You-Dig mark-out services
